A. Background Objectives
1. THE BANK

2. THE HIRING DEPARTMENT
The strategic objective of the Corporate Information Technology Services Department (TCIS) is to align the IT delivery strategy with the Bank’s business strategy and to increase organizational effectiveness through efficient use of the Information Systems (IS). Under the leadership of the Director/Chief Information Technology Officer, the TCIS department is mandated by the Bank to deliver the best possible IT services to Bank staff and help achieve the results that will get the Bank closer to accomplishing its development goals.
3. OBJECTIVE

The Consultant will provide consulting services in the area of .NET Framework and .NET Core development, as well as other Microsoft related technologies. The assignment includes maintenance of the developed solutions.
B. Scope of work
The key duties include the following tasks and deliverables:
Solution Development & Implementation:
• Analyze requirements, stakeholder needs, and business processes to design and develop scalable software solutions.
• Develop, maintain, and optimize applications using .NET Framework, .NET Core, Power Apps, and Power Automate.
• Design and implement Power BI dashboards for data visualization and reporting.
• Integrate electronic signature systems via APIs (advantageous).
• Implement application development requirements, with a constant focus on coordinating business efficiencies through the activities of application development.
• Design, develop and maintain key components of the software suite using .NET Framework, .NET Core, Power Apps and other Microsoft ecosystem tools.
• Participate and provide advice related to the definition of software architecture
• Mentor junior developers and lead best practices in .NET Core, C#, and Azure services.
Documentation & Best Practices:
• Create comprehensive documentation, including flowcharts, architectural diagrams, and code comments.
• Adhere to SDLC/STLC guidelines and promote coding standards.
Testing & Quality Assurance:
• Conduct unit, integration, and system testing to ensure robustness and performance.
Collaboration & Leadership:
• Collaborate with IT management and stakeholders to align solutions with business goals.
• Provide technical mentorship to junior consultants.
• Lead user training sessions and architectural discussions.

G. Essential Specialized Skills/Knowledge/Competencies
1. Qualification
• Education:
o A master’s degree or equivalent qualification with a minimum of five (5) years of hands-on experience in Developing and maintaining .NET applications in an enterprise environment.
o A bachelor’s degree in a Science or Engineering discipline with at least ten (10) years of relevant experience in Developing and maintaining .NET applications in an enterprise environment.
• Certifications:
o Cloud Practitioner certification (Azure/AWS/OCI).
• Language Skills: Proficiency in multiple languages will be considered an advantage.
2. Professional Experience
Core Development Skills:
• Comprehensive mastery of full-stack development using .NET technologies including .NET Core, .NET Framework, and MVC architectures
• Advanced proficiency in modern web technologies: HTML5, CSS3, JavaScript/TypeScript, and front-end frameworks (React, Angular, jQuery)
• Expertise in RESTful API development and OData protocol implementation
• Experience in application migration from .NET Framework to .NET Core is a plus
Microsoft Power Platform:
• Practical experience developing business solutions using Power Apps
• Skilled in workflow automation with Power Automate
• Competency in data visualization and analytics using Power BI
Microsoft collaboration ecosystem:
• Experience with Office365 and SharePoint Online is a plus
• Experience with other Microsoft productivity applications is a plus (Teams, Planner, etc…)
DevOps & Development Practices:
• Strong command of Azure DevOps and/or GitLab for CI/CD pipelines
• Thorough understanding of Agile/Scrum methodologies
• In-depth knowledge of Software Development Lifecycle (SDLC) and Software Testing Lifecycle (STLC)
Database & Integration:
• Advanced SQL programming and database optimization skills
