A. Background Objectives
The African Development Bank Country Office in Mozambique (COMZ or the Office) was inaugurated in February 2006. The main objective of COMZ is to strengthen dialogue between the African Development Bank (henceforth the Bank) and the Government, development partners, the private sector, and the civil society, in the design of its development policy and programs, as well as on implementation, monitoring and evaluation of the poverty reduction strategy. The Office also monitors operational issues notably portfolio management and implementation in Mozambique.

To support the implementation of the Bank’s development agenda for its regional member countries, the COMZ’s work program focuses on: (1) policy dialogue; (2) country programming; (3) portfolio management and expansion; (4) facilitation of procurement and disbursement; (5) technical and advisory assistance to the Government, particularly under the topics of long-term economic growth and building human capital; (6) coordination and harmonization with development partners; (7) business development; and (8) promotion of regional integration. In addition to the Indicative Operational Program, the preparation of the Country Strategy Paper (CSP) 2023-2028 mid-term review and analytical work to underpin the strategy are among the key deliverables for the Office 2026 work program.

1. The objective of this assignment is to hire a Local Individual Consultant to assist in the implementation of the annual work program for the Mozambique Country Office.
2. The assignment requires a good understanding of the country’s development challenges, and a strategic and proactive approach to program development, report writing, and stakeholder engagement to drive timely delivery of high-quality products.
B. Scope of work
The Mozambique Country Office is seeking an operations and development economist consultant (Local) to assist in the implementation of the above work program. Under the overall guidance of the Country Manager, the Consultant will work directly with the Country Economist for Mozambique. He or She will work closely with staff of the Bank’s COMZ who will provide relevant Bank documents, and any other assistance to accomplish the task. The assignment requires a good understanding of the country’s development challenges, and a strategic and proactive approach to program development, report writing, stakeholder engagement to drive timely delivery of high-quality products.
C. Deliverables Expected
Specifically, he or she will undertake the following assignments, among others:

Key Responsibilities :

• Review and assess implementation of the Bank’s CSP 2023-2028 mid-term review achievements based on the expected deliverables in the results-based framework.
• Assisting in data collection for preparation of analytical notes, including the 2026 Country Focus Report, to underpin the strategic choice for the reminder of CSP period.
• Prepare a power point presentation summarizing the key outcomes (e.g. achievements, lessons learned, etc.) of the CSP mid-term review.
• Supporting in the organization of policy dialogues related meetings, organization of workshops, events and consultations with Government, development partners, private sector and civil society.
• Assisting in the compilation of comment’s matrix indicating actions taken to address the comments made policy dialogues and reviewers.
• Preparing meeting summary notes, talking points, and overall input when requested.
• Performed any other duties requested by the supervisors.
D. Duration and Timetable for the Assignment
The Consultant will be hired on a part-time basis for an effective period of 60 days with 8 hours each, and payment of fees will be made according to working days, monthly, following satisfactory performance review of the tasks carried out. The Bank’s guidelines on remuneration of consultants will apply, based on the candidate’s qualifications and years of experience. Furthermore, the Consultant shall be responsible for their medical insurance coverage and for obtaining entry and residence visas in the host country of the Bank, if needed be.
E. Bank Contribution and Institutional Arrangement
Under the overall guidance of the Country Manager, the Consultant will work directly with the Country Economist for Mozambique.
