1.1. The African Development Bank Group (AfDB) is a regional multilateral development finance institution established in 1963 with a mandate to further the economic development and social progress of African countries, individually and collectively. The Bank has approximately over 2000 staff members, who have been recruited from a wide geographic area only limited by membership in the Bank. There are currently 81 different nationalities from Africa, Asia, Europe and the Americas represented within the Bank making the institution multicultural in every sense of the word. The Bank has two official languages: English and French. It co-operates with a large network of international development partners. 1.2. The Vice-Presidency, People & Talent Management (PTVP) is entrusted with the overall responsibility for attracting, developing, motivating and retaining a strong complement of professionals, support staff and contingent staff to deliver the business of the Bank into the future. The PTVP is responsible for ensuring effective systems and controls in HR administration from hire to retirement. The PTVP is also responsible for the effective administration of the Bank’s benefit plans (medical and staff retirement) and ensuring the financial sustainability of these plans. 1.3. The Human Resources Operations, Recruitment & Client Services Department (PTCS) focuses on interfacing directly with managers and staff clients across the Bank through integrated client services to internal and external stakeholders (through HR Operations, Recruitment and Talent Acquisition, HR Business Partnering, and Staff Engagement initiatives). This will help the Bank to achieve its strategic objectives through attraction, development, engagement, motivation, and retention of a best-in-class workforce in line with the Bank’s people strategy. The core mandate of the PTCS.1 Division is to provide Client Managers and staff excellent People Management solutions in response to their business needs; help foster the work climate conducive for accelerated business delivery in the areas of the High 5s agenda. The Division provides clarity on HR policies, processes, and programs to empower line managers to better manage people to deliver on the business.
2. OBJECTIVES OF THE ASSIGNMENT The Long-Term Consultant supports downstream recruitment activities. Details of these downstream recruitment activities will be defined upon assumption of duty, but may include facilitating long and short-listing processes, making logistical arrangements for Competency Based Interviews, providing feedback to candidates regarding the outcome of their applications and guidance to hiring managers and interview panel members regarding the Bank’s recruitment policies, procedures and standard practices. Senior consultants may be requested to play a role in interview sessions. The Long-Term Consultants may also be called upon to support in job Description and Vacancy Notice development and any other relevant duties as assigned by the supervisor.
B. Scope of work
Under the general supervision of the Outreach and Selection Officer, and working closely with hiring managers and HR Business Partners, the HR Long Term Consultants Terms of Reference will include the following:
a) Long and Shortlisting of Candidates i) Liaise with the hiring managers, Human Resource Business Partners (HRBPs) as well as search firms appointed to support the online assessment and interview process, to facilitate the long and short-listing processes for vacant positions.
b) Competency-Based Panel Interviews Support the preparation for and conducting Panel Interviews, and activities may include the following:
i) Liaising with the hiring managers and Human Resource Business Partners (HRBPs) to identify key competences to be assessed. ii) Where required, designing questions for interviews. iii) Preparing the necessary documentation to be used in the interviews. iv) Liaising with the recruitment team to ensure that the necessary logistical arrangements are made for panel interviews. v) Facilitating scheduling of candidates and panelists. vi) Consultants will play a role of Panel Administrator in interviews. vii) Providing feedback to candidates regarding the outcome of their applications. viii) Liaising with third party vendors to ensure background and reference checks are conducted in a timely manner.
c) Data Monitoring, Analytics and Reporting i) Set up systems, databases and processes for collection of the range of data on the activities of the Talent Sourcing Work Stream; ii) Compile and maintain statistical records on recruitment at each of the stages of the cycle, analyzing the data and producing advanced statistical tables that reflect current recruitment status; iii) Based on analyzed data, produce reports as needed by various internal clients including dash boards for senior management.
d) Outreach Activities i) Participate in Outreach activities including Career Fairs; ii) Active sourcing of candidates via Social Media platforms.
e) Perform any other duties assigned by the Task Manager.
C. Deliverables Expected
Key deliverables include: a) Long and Shortlists
i) Positions processed through the key steps of long and shortlisting.
b) Competency Based Interviews Deliverables:
i) List of key competences for each new or modified position prepared; ii) Invitations sent to candidates and panelists in a timely manner; iii) Documents to be used in panel interviews available where needed; iv) Schedules of candidates and panelists prepared in an accurate and timely manner. v) Participation in panel interviews as panel administrators vi) Accurate background information to queries provided in a timely manner; vii) Appropriate logistical arrangements for panel interviews made in a timely manner. viii) All documents relating to the interviews processed, scanned and uploaded in the relevant shared folder and available for management decision. ix) Background checks and all due diligence-related reports finalized and filed.
c) Outreach Activities i) Number of career fairs conducted ii) Number of applicants sources via Social Media platforms
d) Data Monitoring, Analytics and Reporting Deliverables:
i) Accurate and appropriate systems, databases and processes set up; ii) Statistical records on recruitment compiled and maintained reflecting current recruitment status; iii) Accurate reports prepared and submitted on a weekly basis.
D. Duration and Timetable for the Assignment
The assignment period is expected to be six (06) months, renewable based on performance and business needs of the Bank.

The work will be carried out at the Bank’s Headquarters in Abidjan, Cote d’Ivoire.
G. Essential Specialized Skills/Knowledge/Competencies
The Long-Term Individual Consultants will be well-qualified and professionally competent to carry out the duties and responsibilities. It is expected that the Consultants will have the following qualifications: Education a) Candidates must have academic qualifications at Master's level in Human Resource Management, Organizational Development, Administration, Project Management or relevant related fields.
Experience
a) Candidates who possess a Master’s degree must present evidence of at least five (5) years of experience in matters relating to Talent Sourcing/Acquisition/Recruitment and Selection or related disciplines. b) Experience in screening CVs, interviewing and other recruitment and selection procedures. c) Knowledge and experience on job evaluation and classification, recruitment and selection practices in International Financial Institutions/development organizations or the private sector. d) Experience of working with persons from multicultural diverse backgrounds. e) Knowledge of best practices in peer-to-peer learning exchanges.
Computing knowledge
a) Competence in the use of standard Microsoft Office applications. Knowledge of SAP is an added advantage. b) Preference will be given to candidates with experience or courses in IT and use of databases and spreadsheets.
Language
Command of written and spoken English and/or French (preferably with a good working knowledge of the other language).
H. Supervisor
The Long-Term Individual Consultants will work as members of the Outreach & Selection Team supervised and evaluated by the responsible Task Manager.
