A. Background Objectives
Background
The African Development Bank is Africa’s premier multilateral development finance institution, dedicated to advancing economic development and social progress across its 54 African member countries and 27 non-regional member countries. The Bank’s mission centers on mobilizing resources for development projects and promoting economic integration throughout the African continent.
Over the past decade, the Bank has significantly expanded its operations and modernized its systems to enhance efficiency and deliver greater value. The African Development Bank Group Ten-Year Strategy 2024-2033 outlines how the Bank will invest in Africa’s best asset: its vibrant young men and women. Africa’s population, which is the youngest and fastest growing in the world, presents the continent with an unparalleled demographic window of opportunity. To sharply focus the objectives of the Ten-Year Strategy and ensure greater developmental impact, four cardinal points have been identified to accelerate delivery for Africa: 1) Enhance Access to Capital: Mobilize Africa’s Financial Resources; 2) Reform and Consolidate the Continent’s Financial Systems, Institutions and Talent to Assert Africa’s Global Agency; 3) Harness the Demographic Transformation for Economic Development; 4) Build Climate-Resilient Infrastructure and Robust Value Addition to Natural Resources.
Context and Rationale
To meet rising institutional communication needs; especially rapid, high-quality coverage of high level events, field activities, interviews, and social first outputs-PCER requires a Video Editor Consultant who can film and edit across formats, strengthen collaborative workflows (including cloud based editing), and uphold brand and editorial standards. The role may require work outside the Bank’s premises and travel, often under tight timelines.
Objectives
The primary objectives are to:
• Produce high impact, brand-compliant audiovisual content (capture + edit) for institutional channels.
• Ensure efficient, reliable post-production workflows and on time delivery.
• Innovate multimedia formats (motion graphics, short/long form, social adaptations).
• Support knowledge sharing by organizing and handing over raw assets and project files.
Stakeholders
Key stakeholders include: PCER2 Division Manager (Supervisor), Senior Video Producer, Multimedia Team, content owners across departments, protocol/events teams, and external vendors/freelancers as needed.
B. Scope of work
1) Key Functions
Under the general guidance and supervision of the PCER2 Division Manager and the Senior Video Producer, the Consultant’s role will include (non exhaustive list);
• Film various multimedia contents, including but not only video interviews, reports of events, meetings, field visits, virtual or in person filming.
• Editing of diverse multimedia formats, including short and long form content, animation and graphics, field and studio shoots, multi camera capture, promotional and corporate video content, social/ digital media content, podcasts among other production categories.
• Development of new, innovative multimedia formats including videos, photos, graphics, interactivity, audio only…
• Development of Animated Graphics mockups.
• This will include but not limited to researching, clarifying content and developing project concepts, proposing film production schedules and shooting plans.
• He/ she will also collaborate with the Multimedia Team and provide editorial guidance for the creation of compelling visual content with powerful storytelling and engagement quality.
• Propose tools, automations, applications to simplify and put in place a workflow, especially for Collaborative Cloud editing.
• Work with external vendors and outside editors, be it freelancers, to keep the Bank’s standards and graphic chart in place and to produce High Quality content.
• The role may require work outside of the Bank’s premises, or away from the Abidjan headquarters, hence requiring flexibility to travel and readiness to take on assignments within limited or tight timeframes. Working hours can vary and are often led by demand.
2) Responsibilities
Videographer
• Ensuring that the necessary filming equipment is available for use, directing other camera operators on set, and editing film footage.
• Understand briefs and work creatively to produce the desired product.
• Stay up to date with industry trends and tools that will make projects more marketable.
• Film videos in a studio, on set or on location.
• Ensure that equipment for a shoot is present and working.
• Plan the shoot with the Multimedia team, external provider
• Direct other camera operators so that the needed footage is acquired.
Video Editing
• Manipulate and edit film pieces
• Respect the Bank’s graphic chart and suggest a chart dedicated to video productions
• Take a brief to grasp production team’s needs and specifications
• Review shooting script and raw material to create a shot decision list based on scenes’ value and contribution to continuity
• Trim footage segments and put together the sequence of the film
• Input music, dialogues, graphics and effects
• Create rough and final cuts
• Ensure logical sequencing and smooth running
• Consult with stakeholders from production to post production process
• Continuously discover and implement new editing technologies and industry’s best practices to maximize efficiency.
3) Collaboration, Workflow & Quality Assurance
• Coordinate with PCER stakeholders for briefings, reviews, and approvals; maintain versioned project files for traceability.
• Apply brand guidelines, captioning/subtitling, and accessibility where relevant; ensure rights cleared music/footage.
• Maintain an organized media library; ensure secure transfer and backup of raw footage and project files.
Work on other assignments as instructed by PCER2 Manager or the Senior Video Producer.
C. Deliverables Expected
The consultant will deliver the following outputs throughout the assignment period:
1. Edited video packages for events/initiatives (short & long form; social adaptations; motion graphics elements).
2. Interview & protocol moments captured and edited to institutional standards.
3. Motion graphics assets (templates/mockups) to accelerate future productions.
4. Raw footage & project files handover, including organized bins, timelines, and exports; rights/licensing logs as applicable.
5. Monthly activity reports summarizing assignments delivered, status of ongoing projects, issues/risks, and recommendations.
6. Final comprehensive report at end of contract summarizing activities, achievements, challenges, and recommendations for process and quality improvements.
D. Duration and Timetable for the Assignment
The consultant shall provide services for a period of twelve (12) months. The assignment will commence on 4 March 2026 and will conclude twelve months thereafter, unless terminated earlier by either party in accordance with contractual terms and conditions.
All contractual obligations and deliverables must be fulfilled during this period. The consultant is expected to work full-time throughout the duration of the assignment, with availability for collaboration with the PCER team as required.
E. Bank Contribution and Institutional Arrangement
Documentation and Resources
The Bank will provide access to relevant internal documentation, brand assets, collaboration platforms, and processes necessary to execute the assignment.
Supervision and Reporting
The Consultant will work under the direct supervision of the Division Manager with day to day coordination by the Senior Video Producer. Regular progress meetings will be held to review work, address challenges, and ensure alignment with departmental objectives.
Collaboration and Interaction
Close collaboration is expected with the Multimedia Team, event/protocol units, content owners across departments, and-where applicable-external vendors or freelance editors/camera operators.
Facilities and Support
The Bank will provide office space with internet connectivity and access to necessary software licenses, platforms, and systems required for the assignment. The consultant is expected to provide their own computer equipment. Administrative and logistical support will be available through PCER department.
F. Duty Station
The consultant’s duty station will be at the African Development Bank headquarters in Abidjan, Côte d’Ivoire. The consultant is required to be physically present at the Bank’s offices during regular working hours and to travel as required by assignments and production schedules.
G. Essential Specialized Skills/Knowledge/Competencies
The ideal candidate must possess the following qualifications and competencies:
Education
• Minimum of a Bachelor’s degree in film studies, cinematography or related field.
Professional Experience
• Not less than 10 years of proven experience as a Video Editor and/or Videographer.
• Experience working within multicultural teams and international organizations or companies; knowledge of Africa and development issues.
Technical Skills
• Proficiency with camera equipment and digital editing software (e.g., Adobe Creative Suite, Final Cut).
• Demonstrable editing ability with a strong portfolio; knowledge of timing, motivation, continuity.
• Familiarity with special effects, 3D, compositing; creative storytelling.
• Ability to research, analyze, and fact check; operate in a fast paced environment.
Language Skills
• Excellent ability to write and communicate in English or French, with good working knowledge of both languages.
Personal Competencies
• Excellent interpersonal and collaboration skills with demonstrated ability to work effectively in multicultural teams
• Strong analytical and problem-solving abilities with attention to detail
• Ability to manage multiple priorities and deliver quality work in a fast-paced environment
