Description

The Regional Integration Coordination Office (RDRI) is responsible for planning, coordinating, and monitoring the efficient implementation of the Bank’s regional integration agenda. RDRI seeks an experienced individual consultant to provide operational and technical support to the ADF Regional Operations Envelope (ROE) Secretariat. The Consultant will support the annual screening, selection and prioritization of regional operations proposals under ADF-17, including preparation of the prioritization report, and will contribute to updating the Regional Operations Selection and Prioritization Guidelines (ROSPGs) to strengthen governance, quality assurance and consistency in the ROE process.

A. Background Objectives
The African Development Bank hereby invites Individual Consultants to express their interest in the following assignment: Individual Consultant to provide Operational and Technical Support to the ADF Regional Operations Envelope (ROE) Secretariat (RDRI).
RDRI coordinates and monitors the Bank’s regional integration agenda, supports operationalization of Agenda 2063 and the African Continental Free Trade Area (AfCFTA), and helps mobilize investments aligned with the Programme for Infrastructure Development in Africa (PIDA).

RDRI manages the Regional Operations Envelope (ROE), a multi‑billion‑dollar set‑aside of the African Development Fund (ADF) for financing regional operations and regional public goods in low-income countries. The ROE supports transformative cross‑border investments and policy actions, and requires robust governance for screening, selection, and prioritization of proposals. This consultancy will strengthen the ROE Secretariat’s capacity to deliver the ADF‑17 first call prioritization exercise and to update the applicable selection and prioritization guidelines.
B. Scope of work
• Support the annual screening, selection and prioritization process for ROE financing under ADF‑17 (first call for proposals).
• Support preparation of the ROE prioritization report, including quality checks and consolidation of technical inputs.
• Support the review and update of the Regional Operations Selection and Prioritization Guidelines (ROSPGs), including proposed refinements to criteria, process steps, roles/responsibilities, and templates.
• Provide analytical and drafting support to ad hoc ROE Secretariat tasks, including presentations, briefs, dashboards and meeting documentation.
C. Deliverables Expected
• Prioritization package for the ADF‑17 ROE first call for proposals (including draft and final prioritization report and annexes).
• Revised Regional Operations Selection and Prioritization Guidelines (ROSPGs), with a tracked-change version and clean final version.
• Consolidated quality assurance notes/checklists to support consistent application of selection/prioritization criteria.
• Presentation deck(s) and summary briefs for internal committees and stakeholder briefings as required.
• Periodic progress updates (bi‑weekly or as agreed) summarizing tasks completed, issues/risks, and next steps.
D. Duration and Timetable for the Assignment
The Consultancy service shall commence on 16 March 2026 for a period of four (4) months, ending 15 July 2026, on a full‑time basis. The Consultant will receive a monthly lump sum, subject to satisfactory performance and delivery of agreed outputs. The Bank’s guidelines on remuneration of consultants will apply, based on the candidate’s qualifications and years of experience. The Consultant is responsible for his/her own health insurance and accommodation costs, unless otherwise specified by the Bank.
E. Bank Contribution and Institutional Arrangement
Individual Consultants are invited to indicate their interest in providing the above-described services. The eligibility criteria, establishment of a short list and selection procedure shall be in conformity with the Bank’s Rules and Procedures. Interested consultants should provide information on their qualifications and experience demonstrating their ability to undertake the assignment (CV, references, experience in similar assignments, etc.).

Evaluation criteria (indicative): General qualification and suitability (30%); Experience on similar assignments (40%); Experience with international donor agencies/MDBs (25%); Language capacity (5%).
F. Duty Station
The Consultant will work in person in Abidjan, Côte d’Ivoire, in close coordination with the RDRI team. The consultant may be required to travel for missions and work-related engagements as needed. The Bank will cover full costs of any required trip/missions if needed and provide per-diem in accordance with rules governing consultant mission travel.
G. Essential Specialized Skills/Knowledge/Competencies
• Postgraduate degree in Economics, Public Policy, International Relations, Development Studies or other relevant discipline.
• At least ten (10) years of relevant professional experience. Experience in regional integration, infrastructure finance, project management and policy analysis is highly desirable.
• Specialized knowledge of regional integration and familiarity with the workings of Multilateral Development Banks (MDBs) is an asset.
• Excellent analytical and report-writing skills, with ability to write concisely and in clear, straightforward language.
• Strong presentation skills (especially PowerPoint) and ability to develop compelling visuals and dashboards.
• Competency in Bank-standard software applications (Word, Excel, PowerPoint).
• Proficiency in English and/or French; working knowledge of the other language is an advantage.
H. Supervisor
The Consultant will work under the supervision of the Director, Regional Integration Coordination Office (RDRI), and will liaise closely with designated ROE Secretariat focal points and other relevant Bank units as required.
