Description

Established in 1964, the African Development Bank is Africa’s premier development institution, promoting economic growth and social progress across the continent. There are 81 member states, including 54 in Africa (Regional Member Countries). The Bank’s development agenda is to deliver financial and technical support for transformative projects that will significantly reduce poverty through inclusive and sustainable economic growth. To sharply focus on the objectives of the Ten-Year Strategy (2024–2033) and ensure greater developmental impact, five major areas (High 5s), all of which will accelerate our delivery for Africa, have been identified for scaling up; namely: Light up and Power Africa; Feed Africa; Industrialize Africa; Integrate Africa; and Improve the Quality of Life for the People of Africa.

The Asia External Representation Office (PEXT) is the Bank’s sole representative office outside Africa; it opened in Tokyo, Japan, in 2012. PEXT’s main activities are (i) outreach to Asian stakeholders within the Asia region, contributing to the elevation of the Bank’s profile and brand recognition; serving as an intermediary between the Bank’s Asian member countries and regional member countries and providing a platform for external partnership and dialogue, (ii) promoting private sector investment in Africa (providing business consultations with Asian private sector stakeholders or generating direct deals in collaboration with relevant departments; (iii) playing a facilitation role for the Bank in Asia (facilitating resource mobilization; project formulation & implementation (Trust Funds, Co-financing); and other Bank’s priority areas).

A. Background Objectives
Due to an anticipated increase in the volume of tasks related to above activities within PEXT, we are seeking a Knowledge Dissemination and Project Support Consultant (individual consultant) in order to strengthen partnerships and dialogues with the relevant stakeholders. The consultant would be recruited as a long-term consultant for twelve months to conduct related work.
B. Scope of work
Under the overall guidance and instruction of the Head of PEXT, as well as the Lead Program Coordinator and Chief External Relations and Communication Officer of PEXT as a supervisor, the consultant shall;

o

o The Consultant is expected to allocate approximately 60–70% of their time to Knowledge Dissemination activities and 30–40% to Project Support tasks, ensuring an appropriate balance between the two workstreams;

o Lead the work on development of project and investment promotion events, including Africa Investment Forum, Japan-Africa Business Forum and other Bank events and meeting with private sector, any other multi-constituency outreach programs, webinars and the promotion of a better understanding of Africa’s development challenges and opportunities, o Follow the AfDB’s website (https://www.afdb.org/en) to find related articles useful for the Asian stakeholders/investors,

o Timely update of PEXT’s website (https://www.afdb-org.jp) to disseminate necessary information and effectively reach potential clients. The frequency and content of these updates should be recommended by supervisors, taking into account the significance of the information and the KPIs of PEXT,

o Review the PEXT website and implement changes to refine the homepage structure and overall layout under the supervision of the Chief Communication Officer, with the aim of enhancing user experience and increasing readership,

o To coordinate translation work from English to Japaense language involvging proof reading in relation to the Bank’s reports and investment information including the Bank’s Sustainable Bond Newsletter African Economic Outlook, and Investor Presentation green and social bonds newsletters and other knowledge reports etc.,

o Prepare the necessary documents and brochures to effectively showcase PEXT’s activities during events

o Coordinate with region’s public and private entities including Ministry of Finance (MOF), Ministry of Foreign Affairs (MOFA), Ministry of Environ.ment (MOE) and Ministry of Economy, Trade and Industry (METI) of member countries, Japan International Cooperation Agencies (JICA), Japan Bank for International Cooperation (JBIC), Japan External Trade Organization (JETRO), Keidanren (Japan Business Federation) and Keizai Doyukai (Japan Assciation of Corporate Executives) etc., as well as private sector companies,Support communication activities of all internal and external matters,

o Explore possibility of creating a new social medial platform or tool in collaboration with HQ,

o Support activities for the Bank’s senior management’s visits to Asia including TICAD 9 Summit and other events and mission trips,

o Contribute towards developing a pipeline of good quality investment opportunities from Asia to Africa through anticipating market trends and employing sector/region/country knowledge,

o Attend business meetings to identify private and public sector financing opportunities and/or investment projects. The consult shares such information on the potential financing opportunities with the Bank’s relevant departments and investment officers responsible for NSOs and SOs for further action,

o Create meeting memos to ensure proper documentation and record-keeping of business discussions.

o Support the procurement preparations—including drafting the required documentation and carrying out the bidding process—in close consultation with the HQ Procurement Department, for events funded under the PHRDG budget as well as other administrative budgets, in order to effectively manage a series of events.

o Support writing the application of new PHRDG and FAPA applications in order to obtain new funding from HQ for special Technical Assistance and events implementations,
C. Deliverables Expected
The Consultant will submit a monthly progress report to the Bank, which shall highlight the key activities carried out and recommendations for improvement.
The Consultant shall produce a closing report, which shall be tied to the last payment.
D. Duration and Timetable for the Assignment
Twelve months between May 2026 and April 2027 (No Extendable). The Consultant will work at the Bank’s Asia External Representation Office in Tokyo, Japan, unless otherwise requested by the Head of PEXT.
E. Bank Contribution and Institutional Arrangement
Remuneration of the consultant will depend on the consultant’s experience in accordance with the Bank’s procurement guidelines and the budget. A candidate will be responsible for obtaining personal health insurance at his or her own cost. The coverage should include all medical expenses, including those resulting from illness or injury incurred during the duration of the assignment.
F. Duty Station
The Consultant will work at the Bank’s Asia External Representation Office in Tokyo, Japan, unless otherwise requested by the Head of PEXT
G. Essential Specialized Skills/Knowledge/Competencies
o Minimum of a Master’s degree in political science, economics, finance, business, international relations, journalism or any other relevant subjects,
o Minimum of two (2) years in total work experience MDBs and/or public institutions, such as government offices of member countries, development related institutions, and other international organizations including UN, research institutions, NGOs, media, etc.,
o Minimum of two (2) years relevant working experience in investemet sector within a Commercial/Investment Bank, Development Finance Institution, Utility, Infrastructure/Private Equity Fund, Sovereign Wealth Fund, Energy Project Developer, established Accounting/Consulting Firm etc.,
o Proven ability to identify, process and negotiate transactions in the public and private sector projets from a private sector standpoint and in particular related to Public Private Partnership (PPP) projects as well as equity invesetment from Asia to Africa including startups and Private Equity Funds,
o Work experience in developing countries, particularly in Africa, would be a very strong asset,
o Experience of organizing events (conference, seminar, webinar etc.) for promotion of business in and with Africa would be a strong asset,
o Experience of writing articles in newpaper or media in English or Asian languages would be a strong asset,
o Highly developed problem solving and negotiations skills,
o Act with integrity and always maintain confidentiality,
o Observe the highest standard of ethics, honesty and accountability. Excellent inter-personal and communication skills,
o Client orientation and team working skills,
o Fluency in English or French, with working knowledge of the other languages,
o Practical skills for handling any of the Asian languages (Chinese, Korean, Japanese) are considered as strong assets for this position
