Description

The KOAFEC Trust Fund website project aims to create a secure, accessible, and multilingual public portal that becomes KOAFEC Trust Fund's single source of truth. Specifically, the project will:
(a) Centralize the project portfolio and KPIs with interactive results, drilldowns, and filterable views accessible to donors, AfDB teams, government counterparts, and the wider development community.
(b) Publish a transparency shelf of publications, evaluations, audits, and progress and completion reports with search, versioning, and metadata standards.
(c) Streamline participation via a Funding Opportunities module with clearly defined statuses, timelines, templates, FAQs, and submission paths aligned with AfDB procurement channels.
(d) Enable engagement through a searchable Partners Directory and a consolidated News & Events hub covering the KOAFEC Forum and Ministerial Conference.
(e) Support data reuse and reporting through structured exports (CSV/JSON) and API connectivity to existing RMF data sources.
(f) Deliver a platform built on AfDB/TCIS infrastructure (Drupal Latest Stable Version) with full compliance with WCAG 2.1 AA accessibility, GDPR-aligned privacy controls, AfDB SSO integration, and institutional security standards.

A. Background Objectives
CONTEXT
Despite KOAFEC Trust Fund's growing portfolio and strategic significance, its public communication infrastructure currently has several gaps:
• Project and results data is dispersed across internal AfDB systems, annual reports, and ad-hoc documents, making it difficult for external stakeholders to discover and verify information.
• Donors and Korean partners lack a transparent, accessible window into funded activities, outputs, and outcomes aligned with the RMF.
• Funding opportunity communications are fragmented, with calls for proposals not systematically archived or clearly presented with timelines and guidelines.
• Partner institutions, African implementers, and the wider development community have no structured directory or engagement channel.
• The absence of a consolidated digital presence reduces KOAFEC Trust Fund's visibility in the Korea–Africa solidarity narrative and creates unnecessary administrative burden on the Secretariat.
A dedicated, multilingual public website hosted on AfDB infrastructure will directly address these gaps, enhancing transparency, engagement, and operational efficiency.

3. PROJECT OBJECTIVES

B. Scope of work
The Consultant firm shall undertake the following activities:
A. Technical Requirements Consolidation
• Validate and consolidate stakeholders' needs against the approved Business Requirements Specification, covering information architecture, content types, data frameworks, data fields, metadata standards, taxonomy definitions, user roles and permissions, and acceptance gate criteria.
• Confirm and document any agreed changes or clarifications to the BRS prior to development commencement, ensuring sign-off by TCIS and the KOAFEC Secretariat.

B. Platform Design and Development
Design the KOAFEC Trust Fund Website's technical architecture to be sustainable, scalable, modular, and capable of supporting future growth, technological enhancement, and integration with AfDB systems.
Develop and deploy the KOAFEC Trust Fund Website with the following functional modules (as specified in the BRS):
• A fully multilingual public website (English/French/Korean parity) with mirrored navigation, language toggle, responsive design, breadcrumb navigation, and consistent taxonomy across all pages.
• A Portfolio Explorer enabling public users to browse and filter projects by country, sector, theme, year, instrument, and status, with list and map views, individual Project Detail pages, and CSV/JSON export of filtered results.
• A Results & Impact Dashboard displaying KPIs with drilldown navigation by country, sector, or theme, connected via scheduled API jobs to existing RMF data sources, with logging and error handling.
• A Publications & Learning Hub serving as a searchable repository for reports, evaluations, audits, APRs, knowledge briefs, and multimedia content, with inline viewer, download functionality, consistent metadata, and version control.
• An Opportunities (Calls for Proposals) module with Open/Closed/Under Review status management, timelines, eligibility guidelines, templates, FAQs, and clearly defined submission paths to AfDB channels.
• A Partners Directory with searchable and filterable profiles of Korean institutions, African implementers, and AfDB departments, supported by a moderated profile submission and update workflow.
• A News & Events hub comprising a newsroom, an events calendar with agendas, materials, and recordings, dedicated pages for the KOAFEC Forum and Ministerial Conference, and iCal export functionality.
• Global search and findability features including site-wide type-ahead search, faceted results by content type, language, date, and sector, and SEO optimization (schema metadata, XML sitemap, Open Graph cards).
• Transparency and core pages covering governance and mandate, 'What We Fund,' a public transparency shelf (audits, APRs, evaluations), an About section, and topic-routed contact and feedback forms.

Incorporate robust data governance, security, and compliance controls into the Portal, including:
• AfDB SSO integration for administrator and staff authentication.
• Role-based access control across user profiles (Public User, Partner, Contributor, Editor, Publisher, Data Manager, Administrator) as defined in the BRS.
• GDPR-aligned privacy and cookie consent management.
• Security hardening, vulnerability monitoring, and penetration testing aligned with AfDB and international best practices (OWASP).
• WCAG 2.1 AA accessibility compliance across all public-facing pages and interfaces.
• Performance optimization aligned to LCP and Core Web Vitals targets; 99% availability.

Deliver an intuitive and user-friendly interface for the KOAFEC Portal to enable:
• A structured editorial workflow with versioning, scheduled publishing, and multilingual content parity management.
• Analytics and reporting dashboard providing administrators with page-level performance insights, user journey data, and SEO monitoring, with a monthly summary report template auto-generated from analytics data.

D. Duration and Timetable for the Assignment
The duration of the consultancy is for a period of twelve (12) months .
E. Bank Contribution and Institutional Arrangement
The Bank will provide the Consultant with all relevant documentation necessary for the execution of the assignment, including but not limited to: business requirements, technical documents, project-related information.
The Bank will also provide access to office premises, IT systems, tools, and relevant Bank platforms.
F. Duty Station
The tasks under this consultancy will be carried out primarily remotely. The Consultant shall be available for online meetings, workshops, and UAT sessions as required. On-site presence at AfDB headquarters (Abidjan, Côte d'Ivoire) or at KOAFEC Secretariat may be requested for key milestone reviews or formal handover events, subject to mutual agreement.
G. Essential Specialized Skills/Knowledge/Competencies
Experience of the Firm
A. Platform Design & Drupal Development
• Proven experience designing and delivering institutional web portals for international organizations, development finance institutions, or public sector entities.

• Proven experience developing and deploying portals on Drupal Latest Stable Version, including custom module development, editorial workflow configuration, and role-based access control.

• The firm must have capabilities in Data integration and complex dashboard building.

• Proof of successful delivery of at least three (3) comparable web portals of similar scope currently in active use by public or private sector organizations, preferably international or development sector clients.

B. User Experience Design for Multi-Actor Platforms
• Demonstrated experience designing and delivering platforms for multi-actor environments, with distinct user journeys for: (i) public/external users (donors, researchers, media, governments); (ii) partners submitting profiles or participating in calls; (iii) internal content contributors, editors, and publishers; (iv) administrators and data managers; and (v) automated system background processes.

• Demonstrated ability to translate use case specifications and multi-actor interaction requirements into UX wireframes, tested user journeys, and UAT acceptance scripts covering each actor type.

• Experience building moderated public-facing intake workflows, including partner profile submission with moderation queues and calls for proposals participation with status management and deadline countdown.

C. API Connectors & System Integration
• Demonstrated experience designing and implementing a multi-layer integration architecture comprising: a Presentation Layer (ReactJS / Drupal Theme), Application Layer (Drupal CMS with workflow engine), Integration Layer (API Gateway, Authentication, Data Sync Middleware), and Data & Infrastructure Layer (Database, Media Storage, CDN, Monitoring, Backups).

• Proven experience building and operating REST API connectors and scheduled data synchronization pipelines using Node.js and/or Python middleware, specifically to pull and validate data from external results management or RMF systems into a CMS on a nightly or scheduled basis.
• Experience configuring and securing an API Gateway for authentication, rate limiting, and controlled access to backend data services.

• Demonstrated experience integrating web portals with enterprise Single Sign-On (Microsoft Entra ID) systems for staff and administrator authentication, including role provisioning via the connected identity provider.

• Experience integrating a newsletter signup or mailing list subscription form with an external institutional mailing list system (e.g., AfDB mailing list or equivalent enterprise CRM/communication platform).

• Experience integrating interactive map visualization libraries for geographic portfolio exploration with filter and drilldown capabilities.

• Experience implementing RSS/news feed endpoints, iCal export for events, and Open Graph/schema.org metadata for SEO and social sharing.

• Experience configuring web analytics platforms (Google Analytics 4) and infrastructure monitoring and alerting tools (Grafana/Prometheus or equivalent), including automated monthly summary report generation.

D. Data Management, Security & Compliance
• Demonstrated experience building data integration pipelines connecting portals to external KPI/results data sources via APIs and scheduled jobs, with error logging, alerting, and retry handling.

• Experience with relational database backends (PostgreSQL and/or MySQL) for structured content and metadata storage at scale.

• Experience delivering WCAG 2.1 AA accessible platforms, GDPR-aligned privacy, and cookie management, and institutional SSO integration.

H. Supervisor
The joint project team will work under the supervision of the Project Manager appointed by TCIS department. The Consultant shall maintain the following reporting obligations:
• Weekly progress reports highlighting tasks completed, key challenges, upcoming activities, and any risks or blockers submitted to the Division Manager TCIS.1.
• Phase milestone reports at the completion of each delivery phase (MVP Launch, Core Platform Development, Quality & Launch, Training & Handover), including a summary of deliverables, acceptance gate results, and sign-off from designated AfDB reviewers.
• Post-deployment monthly summary reports covering platform performance, uptime, content activity, and any pending maintenance actions, for the duration of the transition support period.
