A. Background Objectives
The African Development Bank is seeking the services of a junior health consultant to support the Bank’s engagement with the Pandemic Fund and One Health. This includes implementation support for awarded projects, and technical support to Regional Member Countries in subsequent calls for proposals.
Under the general guidance of the Division Manager for Health, Nutrition and Social Protection, the responsibilities of the consultant will include, but not limited to: • Support implementation of SQHIA and Pandemic Fund projects, in line with the Bank’s guidelines and procedures and the FPA. • Facilitate internal coordination of activities related to the Pandemic Fund within the Bank and facilitate coordination with the Bank Country offices and Task Managers during implementation and calls for proposals. • Liaise with the Bank’s resource Mobilization department and Task Managers to ensure effective implementation, coordination and reporting of activities in line with the Bank’s policy and FPA. • Facilitate timely monitoring, reporting and communication of Pandemic Fund Activities implemented by the Bank, in coordination with relevant Implementing Entities. • Provide technical support to eligible Regional Member during calls for proposals, identification of co-financing opportunities and facilitate coordination with other Implementing Entities. • Maintain records of implementation in line with the Bank guidelines and procedures and facilitate documentation of lessons learned and best practices. • Provide regular reports and briefs on the Fund for senior management. • Attend relevant meetings of the Pandemic Fund and any other duties as designated by the supervisor.
At the conclusion of the assignment, the consultant’s output will be evaluated based on the following criteria: • Professional competence • Analytical, reasoning, organizational and communication skills • Reliability, timeliness, proactiveness and organization • Quality of work produced
B. Scope of work
In line with the SQHIA, the Bank signed a Financial Procedures Agreement (FPA) with the Pandemic Fund in January 2025 as one of the Implementing Entities (IE) of the Fund. The Pandemic Fund is the first multilateral financing mechanism dedicated exclusively to strengthening critical pandemic prevention, preparedness, and response (PPR) capacities at the local, regional, and global levels, with a focus on low- and middle-income countries. The Fund provides a dedicated stream of additional long-term financing for investments in priority areas such as disease surveillance, laboratory systems, and health workforce strengthening – with the goal of containing emerging outbreaks and preventing pandemics.
The Pandemic Fund was established in 2022 and is hosted by The World Bank, which also serves as Trustee and as one of the implementing entities. As of February 2026, the Pandemic Fund’s portfolio stood at nearly US$11.5 billion spanning 128 countries across six geographic regions. This included US$1.4 billion in grants awarded through its first three funding rounds, which catalyzed over US$10 billion in additional domestic and international resources for countries and regions. The African Development Bank will support implementation of three projects awarded under the Pandemic Fund third call for proposals, alongside other Implementing Entities.
C. Deliverables Expected

D. Duration and Timetable for the Assignment
The duration of the assignment will be six (6) calendar months with an estimated start date of 1 June 2026.
E. Bank Contribution and Institutional Arrangement
To be negotiated in line with the African Development Bank procurement rules and procedures.
F. Duty Station
The consultant will be based in the Bank’s Pretoria office.
G. Essential Specialized Skills/Knowledge/Competencies
The Bank is looking for a junior consultant with the following qualifications and attributes: • Holding at least a master’s degree in public health, health economics, international development or equivalent. • At least 5 years’ experience in the health sector, development policy and project management. • Demonstrated experience in similar assignments. • Knowledge of international development with experience in health and development especially within the contexts of Africa and Development Finance Institutions. • Proven experience in multilateral development banks’ operations and the Pandemic Fund will be an added advantage. • Strong and demonstrable experience in stakeholder engagement, networking and broad consultations. • Bilingual with excellent language capability in English and French
The Consultant will also be required to have: • Excellent language capability (read, write, speak) in English and French. • Strong interpersonal and communication skills (both writing and verbal) and mastery of infographics in data presentation. • Excellent report writing skills. • Ability to work on multiple assignments within tight timelines and to deliver in a timely manner without compromising quality. • Competence in the use of standard MS Office and virtual work applications
