The Consultant will support the Regional Lead for Private Sector Operations in the identification, assessment, development and advancement of private sector investment opportunities across Southern Africa. The assignment will focus on project origination, pipeline development, upstream project preparation, stakeholder engagement, strategic investment initiatives, and private sector inputs into country and regional programming. The Consultant will also support the preparation and advancement of projects under strategic Bank initiatives and investment platforms, including the Africa Investment Forum (AIF), NAFAD and other investment mobilisation initiatives.

To strengthen private sector business development, project origination and upstream project preparation within the region, RDGS seeks the services of an Individual Consultant to support pipeline development, project screening, stakeholder engagement and strategic private sector initiatives.

OBJECTIVES

The objective of the assignment is to support the Regional Lead for Private Sector Operations in the identification, origination, assessment and advancement of private sector investment opportunities and strategic initiatives across Southern Africa.

The assignment will contribute to the development of a strong pipeline of bankable projects, support upstream project preparation, facilitate stakeholder engagement and provide strategic and operational support to RDGS private sector activities.

B. Scope of work
The Consultant shall undertake the following activities:

1. Project Origination and Pipelin

• Identify and screen private sector investment opportunities across the region by assessing strategic alignment, development impact and bankability of the projects
• Prepare project summaries, screening notes and management briefs and maintain and monitor the regional private sector pipeline.
• Identify opportunities for Bank financing and technical assistance support.

2. Upstream Project Development and Structuring
• Support the development of early-stage investment opportunities through identifying project preparation requirements and key bankability constraints following with preparation of concept notes and technical assistance proposals.
• Further support projects in progressing towards investment readiness.
• Coordinate with relevant Bank teams to advance project development.

3. Strategic Initiatives and Investment Platforms
• Support project preparation for strategic Bank initiatives and investment platforms, including the Africa Investment Forum (AIF), NAFAD and other investment mobilisation initiatives that might be required by the Bank
• The Consultant shall prepare project profiles, investment briefs and promotional materials.
• Support investor engagement and partnership development, as well as identifying co-financing and investment mobilisation opportunities.

4. Country Programming and Policy Support
• Provide private sector input into Country Strategy Papers (CSPs), Country Portfolio Performance Reviews (CPPRs), Regional Integration Strategy Papers (RISPs) and related strategic documents, as well as contribute to private sector, investment climate and financial sector analyses.
• Prepare briefing notes, presentations and management reports.

5. Partnerships and Stakeholder Engagement
Whilst engaging with project sponsors, investors, financial institutions, governments and development partners, the Consultant shall support stakeholder coordination and project development dialogue and represent RDGS in meetings, workshops and missions as required.

6. Knowledge Management and Operational Support
• The Consultant shall maintain project databases and pipeline tracking tools, document project outcomes, lessons learned and key decisions and prepare mission reports, meeting notes and action trackers.
• Provide operational and administrative support to the Private Sector Operations Team.
• Provide administrative support on approved projects, participate in various Bank committees as required, taking minutes, and ensuring that there is follow-up on decisions adopted.

Performance shall be assessed, among others, against:
• Quality and timeliness of deliverables.
• Contribution to project origination and pipeline development.
• Quality of project assessments and strategic inputs.
• Effectiveness of stakeholder engagement and coordination.
• Contribution to strategic initiatives and investment mobilisation efforts.
• Overall support provided to RDGS private sector operations.

D. Duration and Timetable for the Assignment

• The Consultant shall report directly to, and receive day-to-day supervision from, the Regional Lead for Private Sector Operations for Southern Africa.

• The Consultant shall liaise with sector departments, country offices, regional teams and external stakeholders as required for the successful execution of the assignment.

• The AfDB conditions for retaining internationally hired and long-term consultants will apply. The Bank’s guidelines on remuneration of international consultants will apply, based on the candidate’s qualifications and years of experience.

• The consultant is expected to use their personal laptop for the duration of their assignment.

• Payment will be time-based and made monthly upon time sheets describing work undertaken and validated by the Regional Lead for Private Sector Operations.

• The consultant shall bear all his/her insurance and medical costs for the duration of his/her services.

• The consultant shall take steps to obtain the visas or certificates of residence required to perform his/her duties and fulfil his/her obligations under this contract. The Bank will assist the consultant in these tasks whenever necessary.

G. Essential Specialized Skills/Knowledge/Competencies
• The consultant should have a minimum of a Master’s Degree in Finance, Economics, Business Administ

ration, Infrastructure Development, Engineering, Project Finance or a related field.

• The consultant should preferably have a minimum of ten (10) years of relevant professional experience in project finance, infrastructure development, private sector operations, PPPs, investment promotion or development finance.

• The consultant should have experience working with development finance institutions, commercial financiers, governments and private sector stakeholders with key competencies in project origination, investment analysis, and transaction development.

• The consultant should have a strong understanding of private sector development and investment challenges within Africa.

• The consultant is required to have strong analytical, financial and report-writing skills; excellent communication and stakeholder engagement skills.

• The consultant should have proficiency in Microsoft Office applications, including Excel, PowerPoint and Word.

• Fluency in English and knowledge of French or Portuguese would be an advantage.

H. Supervisor
The consultant will report directly to the Regional Lead for Private Sector Operations.
