re team in the programming and design of the Special Agro-Industrial Processing Zones program in Nigeria. • Analyse the technical proposals/studies emanating from Nigerian States targeted under SAPZ Phase II and provide effective, well-informed inputs towards the realization of the goals of the Nigeria SAPZ program, particularly on the scaling up of efficient and effective value addition as a base of agro-industrialization. • Support the Task Managers in undertaking the appraisal of the subsequent phases of the Nigeria SAPZ program, documenting the outcomes of the appraisal processes and contribute to the development of the Project Appraisal Report.
Supervision and Monitoring • Support the Task Managers in undertaking supervision and field monitoring of the Nigeria SAPZ program and contribute to the production of aide-mémoires and back-to-office reports and other documents as requested. • Support the operationalisation of Phase II of the Nigeria SAPZ program including the establishment of Project Implementation Units (PIUs) and meeting the conditions precedent to first disbursement.
Technical Advisory • Review technical reports as they relate to agro-industrialization in general and SAPZ in particular, as submitted by Nigerian States and partners ensuring that these reflect well informed positions and technical expertise. • Produce well-researched papers for the AHFR/Senior Management that would be delivered in strategic gatherings towards fostering the general agenda of the Feed Africa Strategy. • Collaborate with other experts on defining the modality of Public Private Partnerships (PPP) that will govern the various SAPZ and attracting investments into the zones.
PORTFOLIO MANAGEMENT • Support the Task Managers in reviewing and processing procurement requests sent by the PIUs for Bank clearance to ensure timely response and feedback to program States. • Review and advise on the general performance of the project including implementation of the project against the objectives and outputs set. • Review project implementation progress in line with the approved results framework ensuring that project results indicators are properly documented and reported; • Support the Task Managers in reviewing monitoring reports from the Executing Agency (EA) and Implementing Agencies, guaranteeing robustness and quality of the reports. • Support the Task Managers in tracking and ensuring the implementation of recommendations and action plans made in Bank supervision missions. • Support the Task Managers in tracking and ensuring the implementation of audit recommendations emanating from annual program audits by the Office of the Auditor General. • Contribute to diagnosing the challenges impacting the implementation of the Nigeria SAPZ program and proffer solutions to address them in a proactive manner. OTHER TASKS • Support the Nigeria SAPZ Task Managers in drafting project briefs, information memoranda and providing inputs to institutional corporate documents, as and when required. • Support the Nigeria Country Department in undertaking dialogue with relevant Ministries, Departments and Agencies (MDAs) of government, private sector actors and civil society on agriculture and agribusiness development. • Perform any other duties as assigned by the Division Manager or the Task Managers for Nigeria SAPZ program.

as described below: • A minimum of a master’s degree or equivalent in agro-industrial engineering, food science and technology, agricultural engineering, agro-business development, agricultural economics with strong policy and operations bias. • The Consultant must have at least 8-10 years of working experience, preferably with a track record of agricultural development, agricultural value chains and agro-industrial policy related issues in development. • Prior experience with SAPZ, agro-industrial parks, or PPP structuring in the agricultural sector is desirable • The ideal candidate must have experience working with multinational development banks or international development agencies. • Highly effective communication and high level of proficiency in written and spoken English. • Strong knowledge of the African agriculture landscape and agribusiness sector, including context specific issues related to agriculture finance and agro-industrial development. • Familiarity with the functioning or previous experience with the Bank, particularly with regards to Bank’s internal organization and document processing requirements. • A national of the Bank’s Member Country.
