A. Background Objectives
The African Development Bank Group (AfDB) is the premier pan-African development institution, promoting economic growth and social progress across the continent. There are 80 member states, including 54 in Africa (Regional Member Countries). The Bank’s development agenda is to deliver financial and technical support for transformative projects that will significantly reduce poverty through inclusive and sustainable economic growth.
The Fund for African Private Sector Assistance (FAPA) is a thematic trust fund administered by the African Development Bank Group to support initiatives that strengthen the private sector and contribute to inclusive and sustainable economic development in Africa.
FAPA is seeking professional graphic design and visual communication support for the production of its 2025 Annual Report and associated communication and dissemination materials.
The main objective of the assignment is to provide professional graphic design and visual communication services for the FAPA 2025 Annual Report and related communication and launch materials.

The selected consultant will develop a coherent and professional visual concept, design and layout the Annual Report, and adapt the approved visual language across communication materials, ensuring consistency with African Development Bank Group branding requirements and the FAPA visual identity, where applicable.
B. Scope of work
A. FAPA 2025 Annual Report
o Develop the creative concept and overall visual direction for the FAPA 2025 Annual Report.
o Develop up to three initial cover/design concepts for consideration and approval by FAPA.
o Design the front cover, spine and back cover.
o Design and layout the complete Annual Report, approximately 50–60 pages.
o Design chapter dividers and supporting visual elements.
o Develop infographics, icons, maps, charts, timelines, tables and call-out boxes, as required.
o Integrate photographs and visual storytelling elements throughout the report.
o Ensure that the design is fully aligned with the African Development Bank Group branding and FAPA visual identity, where applicable.
o Prepare the final Annual Report for both professional printing and electronic/digital distribution.

B. Communication and Launch Materials
o Develop the visual communication materials required to support the launch and dissemination of the FAPA 2025 Annual Report.
o Produce six website banner adaptations in the required dimensions.
o Produce a homepage hero banner and email banner.
o Design presentation title and closing slides.
o Develop promotional graphics and social media visuals, as required.
o Adapt the approved visual concept across the required communication formats while maintaining consistency with the Annual Report.
o All designs and communication materials produced under this assignment shall be delivered in:
o Editable/source format, enabling FAPA to modify, adapt and reuse the materials;
o High-resolution print-ready format, suitable for professional printing; and
o Electronic/digital format, optimised for web, email, presentations and other digital dissemination channels.
o The consultant shall provide all relevant editable working files, linked assets and production files required for the future editing, adaptation and reuse of the final approved materials by FAPA.
C. Deliverables Expected
Approved creative concept and overall visual direction for the FAPA 2025 Annual Report, including up to three initial cover/design concepts.
o Complete designed and laid-out FAPA 2025 Annual Report of approximately 50–60 pages.
o Final print-ready Annual Report and electronic/digital version.
o Six website banner adaptations in the required dimensions.
o Homepage hero banner and email banner.
o Presentation title and closing slides.
o Promotional graphics and social media visuals, as required.
o All editable/source files, linked assets and production files necessary for future editing, adaptation and reuse by FAPA.
D. Duration and Timetable for the Assignment
The consultancy is expected to be completed within thirty (30) calendar days from the date on which the selected consultant receives the complete and approved content package and all necessary supporting materials from FAPA.

The assignment will include the development of the creative concept, design and layout of the approximately 50–60-page FAPA 2025 Annual Report, preparation of the final print-ready and electronic/digital versions, and development of the associated communication and launch materials specified in the Scope of Work.

The selected consultant is expected to maintain a high level of availability throughout the assignment to accommodate review, feedback and revisions within the agreed delivery timeline.

The 30-day delivery period shall be subject to the timely provision of content, data, photographs, logos, brand guidelines and other required materials by FAPA, as well as timely consolidated feedback and approvals from FAPA.

Start Date: The assignment is expected to start in September 2026, subject to completion of the Bank’s selection and contracting process.
E. Bank Contribution and Institutional Arrangement
FAPA will provide the selected consultant with the FAPA 2025 Annual Report content and approved text, FAPA visual identity and brand guidelines, African Development Bank Group branding guidelines, the Government of Japan logo and applicable usage guidelines, where required, high-resolution logos in appropriate formats where available, official fonts and colour palette where applicable, and required dimensions and specifications for digital communication materials.

FAPA will provide timely consolidated feedback and approvals in accordance with the agreed design review and approval process.

G. Essential Specialized Skills/Knowledge/Competencies
• University degree or equivalent qualification in Graphic Design, Art & Design or a related field.
• Demonstrated professional experience in graphic design and visual communication.
• Proven experience designing annual reports, institutional publications and corporate communication materials.
• Strong proficiency in industry-standard graphic design software, including Adobe InDesign, Illustrator and Photoshop.
• Experience developing infographics, data visualisation and layouts for complex information.
• Experience producing materials for both print and digital dissemination.
• Demonstrated ability to work within institutional brand guidelines and maintain visual consistency across multiple formats.
• Experience working with international organisations, development institutions or financial institutions is an advantage.
• Excellent organisational skills and ability to deliver high-quality work within tight deadlines.
• Strong interpersonal and communication skills, including responsiveness to feedback and correspondence.
• Ability to work effectively with FAPA staff and relevant African Development Bank Group teams.
H. Supervisor
The Consultant will work under the supervision of the Chief Cofinancing Officer of FIST1.
