A. Background Objectives
The African Development Bank (AfDB), in partnership with the Ministry for Foreign Affairs of Finland and the Nordic Development Fund (NDF), established the Africa Circular Economy Facility (ACEF) in 2022. ACEF supports African countries in accelerating the transition towards a circular economy by promoting resource efficiency, reducing environmental impacts, and fostering sustainable and climate-resilient development. Its activities contribute to the implementation of the Paris Agreement, the Sustainable Development Goals and the African Union’s Agenda 2063.
The ACEF Secretariat is hosted within the Bank’s Climate Change and Green Growth Department (PECG). ACEF provides support at continental, national and private-sector levels, including through capacity building and knowledge generation, technical assistance for the development and implementation of circular economy policies and roadmaps, support to circular economy businesses and value chains, and support to the Africa Circular Economy Alliance (ACEA).
As ACEF’s portfolio expands, systematic knowledge management and effective communication of project results, lessons learned and good practices are increasingly important to support learning, replication and visibility. ACEF also requires clear and consistent communication with its stakeholders, including Regional Member Countries, development partners, private-sector actors, knowledge institutions, ACEA members and partners, and relevant Bank departments.
The Bank therefore seeks to recruit a Consultant in Knowledge Management and Stakeholder Communication to support the ACEF Secretariat in capturing, organizing and transforming knowledge generated through ACEF-funded activities into decision-useful products; communicating programme results and achievements; strengthening ACEF’s visibility and institutional positioning; and supporting targeted stakeholder engagement and knowledge-sharing. The Consultant will help ensure that evidence and lessons generated through ACEF contribute to policy dialogue, programme development, partnerships, investment opportunities and resource mobilisation, as relevant. The Consultant will also provide knowledge management and communication support to ACEA activities financed by ACEF, in coordination with the ACEA Secretariat.
B. Scope of work
Under the guidance of the ACEF Task Manager, the Consultant will support the ACEF Secretariat in implementing its knowledge management and communication activities. The assignment will cover the following main areas:
• Knowledge management: support the systematic capture, organization and analysis of knowledge, lessons learned, good practices and results generated through ACEF-funded activities; translate this evidence into decision-useful knowledge to inform programme implementation, policy dialogue, replication and future interventions; and maintain ACEF’s digital knowledge resources.
• Results communication: translate technical information and project results into clear and compelling knowledge and communication products that demonstrate ACEF’s contribution to Africa’s circular economy transition and strengthen its positioning among governments, development partners, private-sector actors and other stakeholders.
• Strategic communication and visibility: support targeted communication and engagement with key stakeholders, including the preparation of evidence, messages and materials that contribute to partnerships, investment opportunities and resource mobilisation, in coordination with the ACEF Secretariat and relevant Bank teams.
• Stakeholder knowledge-sharing: support the strategic planning and organization of ACEF and ACEA meetings, workshops, webinars and other events, including agenda setting, targeted stakeholder participation, event logistics, knowledge capture and follow-up on relevant opportunities and action points.
The Consultant will ensure that communication and knowledge products are accurate, user-friendly, visually effective and consistent with applicable Bank communication, branding and publication requirements.
C. Deliverables Expected
Stakeholder interaction
The Consultant will:
• Develop and maintain an editorial and communication calendar aligned with ACEF’s work programme and key project milestones.
• Prepare communication materials, including presentations, briefs, talking points, web and social media content, newsletters, success stories and other materials for ACEF activities and stakeholder engagement.
• Support the visibility of ACEF-funded activities and results through approved Bank and ACEA channels, in coordination with PECG and the Communications and External Relations Department (PCER).
• Support stakeholder mapping and targeted engagement around ACEF priorities and emerging opportunities, and maintain appropriate follow-up on relevant partnerships, financing and collaboration opportunities.
• Develop evidence-based communication materials that support ACEF’s institutional positioning, policy dialogue, partnership development and resource mobilisation efforts.
• Prepare and update content for relevant websites and digital platforms and, where required, apply basic web publishing and HTML skills to support the presentation and publication of content.
• Support communication with ACEF stakeholders, including Regional Member Countries, development partners, ACEA members and partners, private-sector actors, knowledge institutions and other relevant stakeholders.
• Coordinate, as required, with external service providers engaged for editing, graphic design, typesetting, printing or other communication services.

Knowledge Management
The Consultant will:
• Support implementation of ACEF’s knowledge management activities in line with the Facility’s work programme and results framework.
• Systematically collect, analyze and synthesize project results, lessons learned, good practices and emerging opportunities, and translate them into decision-useful knowledge for programme management, policy dialogue, replication and future interventions.
• Develop and disseminate knowledge products such as policy and technical briefs, lessons notes, case studies, project summaries, infographics and thematic publications.
• Maintain and regularly update ACEF’s digital knowledge repository and support effective organization and accessibility of programme documents and knowledge products.
• Lead the preparation, editing and dissemination of ACEF’s Half-Yearly and Annual Reports, including the systematic capture of evidence on policy uptake, strengthened institutional and productive capacity, investment readiness, partnerships and financing mobilized or influenced by ACEF interventions, where applicable and supported by project evidence.
• Support monitoring of the reach and use of ACEF knowledge and communication products, using available indicators and analytics, and provide inputs to programme results reporting.
• Develop evidence-based case studies and success stories demonstrating the development value of ACEF interventions, including, where relevant, value retained in Africa, productive capacity strengthened, circular businesses and value chains supported, policy or institutional change achieved, and investment opportunities created or advanced.
• Facilitate knowledge exchange and dissemination of relevant ACEF-generated knowledge through ACEA and other appropriate platforms and partnerships.

Event Management
The Consultant will:
• Support the strategic planning and organization of ACEF and ACEA meetings, workshops, webinars and other relevant events, including agenda development, identification and engagement of priority participants, speakers, logistical arrangements and communication materials.
• Coordinate event logistics with relevant Bank teams, partners and service providers, as required.
• Prepare or coordinate event-related presentations, briefs, visibility materials and other communication products.

D. Duration and Timetable for the Assignment
The assignment will be for a period of twelve (12) months from the date of commencement specified in the contract.
E. Bank Contribution and Institutional Arrangement
The Consultant will report directly, functionally and administratively, to the ACEF Task Manager in the Climate Change and Green Growth Department (PECG). The Consultant will work closely with the ACEF Secretariat, relevant Bank Task Managers and departments, and the ACEA Secretariat, as required for the performance of the assignment.
F. Duty Station
The Consultant will be home-based or based at the African Development Bank Headquarters in Abidjan, Côte d’Ivoire. The assignment may require travel within Africa and internationally, as necessary and subject to prior approval by the Bank.
G. Essential Specialized Skills/Knowledge/Competencies
• Master’s degree in Communications, Development Policy, International Relations or KM, or related discipline with a minimum of 10 years’ relevant experience; professional qualifications would be considered
• Knowledge of circular economy concepts and experience in working with issues related to circular economy, green growth, climate change or sustainable development
• Demonstrably strong customer service orientation as assessed by colleagues and customers and ability to work with diverse stakeholders
• Strong English and French language skills (verbal and written)
• Experience in implementing a program for managing knowledge and assessing clients’ needs
• Portfolio including description, publications and other print / online outputs
• High degree of initiative and strong record of performance with low supervisory requirements to function effectively
• Strong interpersonal skills and commitment to work in a team-oriented, multi-cultural environment
• Proficiency in MS Office applications (Word, Excel, PowerPoint)
• Knowledge of Adobe graphic design package is an advantage
H. Supervisor
The Consultant will be supervised by the ACEF Task Manager in the Climate Change and Green Growth Department (PECG).
