A. Background Objectives
The Consultant will be responsible for the design, development, and maintenance of websites, portals and Drupal-based applications. Given the collaborative and agile nature of the Bank's digital transformation initiatives, the consultant must be capable of contributing across multiple technology domains while maintaining expertise in their primary discipline. He will carry out its duties as per the specifications and priorities defined by the Technical Lead with whom the Consultants will be working and collaborating.
B. Scope of work
The consultant’s duties will be as follows: • Understand and analyze business users’ needs in line with the Bank’s application development standards. • Remediate security vulnerabilities in Drupal-based applications, including Drupal core, modules, themes, dependencies, and configurations, and implement required security patches and upgrades in accordance with established security standards and secure development practices. • The consultant will undertake web development activities primarily using Drupal 10+ but may also be required to work with other web development platforms and technologies as needed. • Develop and customize Drupal components using Views, Twig, Paragraphs, Layout Builder, and custom modules or entities using Drupal 10+ best practices • Write clean, modular, and maintainable PHP code, following Drupal coding standards and development conventions. • Coordinate with other Bank platforms to enable data exchange or cross-platform integration where required. • Develop frontend apps (React, angular) to integrate with Drupal backend platforms • Troubleshoot and optimize Drupal performance, including caching, database queries, cron jobs, and system responsiveness. • Use modern DevSecOps and CI/CD practices compatible with Drupal, including Composer, Git, Drush, PHPUnit, and static code analysis tools. • Write unit and UI tests to ensure functionality, security, and maintainability. • Prepare clear documentation for each phase of the Drupal development life cycle, from architecture to deployment. • Ensure knowledge transfer to the AfDB technical team through documentation and user training.
C. Deliverables Expected
• Education: o A master’s degree or equivalent qualification with a minimum of five (5) years of hands-on experience with CMS platforms especially Drupal, web and mobile application development including graphics, layout, scripting, front-end programming, etc. o A bachelor’s degree in a Science or Engineering discipline with at least ten (10) years of hands-on experience in Drupal CMS, web and mobile application. • Certifications: Certification in at least one cloud practitioner e.g. Azure practitioner, AWS cloud practitioner or OCI cloud practitioner. • Language Skills: Proficiency in one of the Bank’s official languages is required (English or French). Knowledge of the other language is a plus.
Professional Experience • Knowledge of Object-Oriented design and programming skills • Strong expertise in Drupal 10+ CMS framework with deep understanding of services, custom modules, hooks, plugins, and the Drupal application lifecycle • Mastery of modern front-end technologies: HTML5, CSS3, JavaScript frameworks (Angular, React, jQuery, Bootstrap), and REST/SOAP web services • Back-end proficiency: Developed robust web applications using PHP/Drupal, with integrations to RESTful APIs and third-party services • Knowledge of microservices development and integration with a CMS or Drupal services • Experience with Symfony, Twig, and Drupal’s plugin and routing systems • Designed solutions for secure data flow between backend systems, databases (SQL/NoSQL), and external services • Debugging and performance optimization skills across Drupal platforms (caching, lazy builders, BigPipe, etc.) • Development and deployment of cloud-based Drupal applications (Azure, AWS, GCP) • Integration with RESTful APIs and contributed modules (JSON:API, REST, OpenID Connect) • Good understanding of API management and authentication (OAuth2, OpenID Connect) • Successfully delivered web, mobile, and headless Drupal applications, optimized for performance and scalability • Good understanding of code versioning and repositories (Azure Repos, GitLab, or GitHub) • Experience with Azure DevOps is desirable • Familiarity with Software Development Kits and IDEs (VS Code, PhpStorm, Drush, Composer) • Exposure to agile development methodologies • Familiarity with cloud services and containerization tools (e.g., Docker, Kubernates)
D. Duration and Timetable for the Assignment
The contract is expected for 12 months from the date of signing the contract
E. Bank Contribution and Institutional Arrangement
The Bank will provide the Consultant with all relevant documentation necessary for the execution of the assignment, including but not limited to: business requirements, technical documents, project-related information.
The Bank will also provide access to office premises, IT systems, tools, and relevant Bank platforms.
F. Duty Station
The selected consultant will be based either at the Bank's Headquarters in Abidjan, Côte d'Ivoire, or at the Bank's Regional Office in Pretoria, South Africa, as determined by the Bank and operational requirements.
