13.Economics, Statistics and Data Management
A. Background Objectives
The Microeconomics, Institutional, and Development Impact Division (ECMR.2) of the Macroeconomics Policy, Forecasting, and Research Department (ECMR) undertakes microeconomics-related research and knowledge-generation activities to inform its assessments of additionality and development outcomes, as well as the Bank’s broader operations. These activities encompass a wide range of areas, including development finance, infrastructure development, private sector development, industrial organizations, governance, competitiveness & investment climate, agriculture, institutions, and regional integration, all of which are relevant to the Bank’s High 5 priorities.
ECMR.2 is currently seeking to recruit a senior consultant with strong analytical and report-writing skills to analyze data on the team’s activities in 2026, write a comprehensive report on these activities, and provide support on ADOA RO notes. Preference will be given to an Individual Consultant with a strong understanding of ADOA 3.0 or other results measurement frameworks within the DFI context. To achieve the main objective, the Individual Consultant will collaborate closely with the Task Manager and team members of the ECMR.2 Division of the AfDB on all activities, including drafting the outline, assessing the data collected, and producing the final report.
B. Scope of work
Specifically, the Consultant(s) will be responsible for the following, inter alia: 1. Review previous ADOA annual reports produced over the past 3 years and provide recommendations for improvement. 2. Summarize the data collected by the ADOA team in user-friendly formats (charts, tables, etc.) that will form part of the ADOA Annual Report. 3. Draw up a draft report outline with a schedule for each activity or section and submit it for discussion and clearance by the Task Manager. 4. Write a comprehensive report on the ADOA team’s activities across all dimensions, based on the data collected and other Bank-wide information. 5. Collate and incorporate inputs, comments, and recommendations from within the ADOA team to improve and finalize the ADOA Annual Report. 6. Assist with preparing presentation materials, including presentation slides, for senior management as needed. 7. Provide support with drafting the ADOA RO notes.
C. Deliverables Expected
1. Analyze the data compiled by the ADOA team and write a comprehensive report on the activities that were conducted in 2026. 2. Provide support with ADOA RO notes and ADOA-related tasks. 3. Any other deliverables as requested by the Task Manager or Management
D. Duration and Timetable for the Assignment
The expected duration of the assignment is two months, from December 9, 2026, to February 9, 2027. Since the ADOA Annual Report is a flagship report, no specific name of the contributing consultant will appear in the report. However, acknowledgments of the contributor(s) will be made in the “Acknowledgments” section of the report.
E. Bank Contribution and Institutional Arrangement
The tasks to be performed by the consultant will contribute to the effective delivery of ECMR.2’s mandate within ECVP.
F. Duty Station
The consultancy will be home-based with possible trips to Abidjan, Côte d’Ivoire, at the Headquarters of the African Development Bank.
G. Essential Specialized Skills/Knowledge/Competencies
1. A terminal degree in economics, public policy, or a closely related field, with a minimum of 7 years of relevant professional experience, is required. 2. Be a national of one of the member countries of the Bank. 3. Experience in writing reports for an international organization, in Africa or other low-income countries, with strong attention to detail. 4. Experience with ADOA 3.0 or other results measurement frameworks will be an asset. 5. Strong quantitative and research skills. 6. Proven capability to handle complex assignments and produce work to a high professional standard. 7. Proven strong conceptual, analytical, and evaluation skills, initiative, ability to translate ideas into actions, and timely delivery. 8. Strong team player with proven ability to work collaboratively in a team environment. 9. Strong understanding of private sector development, both at the country and regional levels. 10. Proficiency in conventional econometrics and statistical packages (e.g., Stata or Python), and ability to work with and manipulate large and complex datasets. 11. The Bank’s working languages are French and English. For this assignment, strong writing and editing skills in English are required; knowledge of French will be an added advantage
