A. Background Objectives
The Multi-Purpose Water for Climate-Resilient Irrigation Development and Agro-Industrialisation Programme (MWaCRIDA-P) is an integrated water, agriculture and agro-industrialisation programme intended to increase access to water and strengthen the production and commercialisation of strategic agricultural value chains in Uganda’s Bunyoro subregion. The School Feeding Programme under Subcomponent 2.3 is intended to improve child nutrition and education outcomes while creating structured market linkages between participating schools and local producers, particularly women and youth. The programme will support energy-efficient school feeding infrastructure; access to nutritious meals; safe food handling and nutrition capacity; local procurement from smallholder farmers; school gardens; and institutional strengthening for a sustainable school feeding system. The intervention is expected to reach 21,000 school-age children. The assignment will be financed through the Ending School-Age Hunger (ESAH) Trust Fund. The objective of the assignment is to prepare complete, practical and cost-effective architectural and engineering designs that support safe food preparation and storage, adequate water and sanitation, energy efficiency, climate resilience and future scaling of the School Feeding Programme.
B. Scope of work
The Individual Consultant shall undertake the following tasks: • Use the school needs assessment findings, enrolment data and site information to determine appropriate infrastructure capacity and design requirements. • Conduct site assessments of selected schools, including verification of existing infrastructure, land availability, topography, access, water sources, drainage and other site constraints. • Prepare standardised and adaptable architectural designs for school kitchens, food-storage facilities, hand- and dish-washing areas, WASH facilities, school gardens and nursery layouts. • Integrate energy-efficient cooking solutions, adequate ventilation, renewable-energy options where feasible, efficient water use, rainwater harvesting and durable materials suited to local conditions. • Prepare at least 3 models of structural, electrical, water-supply, plumbing, drainage, sanitation, solid-waste and related engineering designs, including upgrades or new facilities where required. • Prepare detailed drawings, technical specifications, accompanying Bills of Quantities/Materials and cost estimates using appropriate market benchmarks. • Identify cost-saving, standardisation and scalability options while retaining flexibility for site-specific conditions. • Ensure compliance with applicable Ugandan building standards, public health standards, environmental requirements, accessibility considerations and the Bank’s environmental and social safeguards. • Consult school management, district authorities, relevant Government ministries, the MWaCRIDA-P coordination team and designated technical partners, and present designs for validation. • Prepare a replicable school feeding infrastructure design model and implementation guidance that can inform wider national application. • Collaborate closely with the Social and development expert and reflect verified needs, enrolment data, prioritisation criteria and agreed programme requirements in the designs.
C. Deliverables Expected
The Individual Consultant shall be responsible for delivering the following outputs: • Inception Report outlining the methodology, work plan, site-assessment approach, consultation plan and detailed schedule. • Primary Report including: i) Site Assessment with verified infrastructure design requirements, georeferenced site records and photographs, and confirmation of land availability and status, in a format compatible with the school needs assessment dataset ii) Standard concept designs, layouts and indicative cost estimates for review and environmental and social screening for each site. iii) Validated standard and adaptable architectural and engineering design options. iv) Complete architectural, structural, electrical, water, sanitation, drainage and related technical drawings in editable and print-ready formats. v) a school infrastructure construction specification book detailing the different infrastructure specifications, Bills of Quantities, cost estimates and technical specifications with tender-ready documentation, including costed typology packages showing cost per school and per child, and a cost basis note stating the price date, currency, taxes, contingencies, and benchmark sources vi) Technical specifications and tender-ready documentation for the proposed construction works. vii) Design report with an implementation schedule, procurement packaging and phasing plan, operation and maintenance and lifecycle cost estimates and concise maintenance guidance for school-level facility upkeep. • Secondary Report and Presentation for validation and documenting comments received and revisions agreed with the Bank, Government and relevant stakeholders. • Final Report on design package incorporating comments and all supporting annexes.
D. Duration and Timetable for the Assignment
The consultancy is expected to be completed over a period of six (6) weeks, subject to confirmation against the number of schools and level of site-specific design required, commencing from the date of contract signature.
