A. Background Objectives
The African Development Bank (the Bank) is a Multilateral Development Bank established in 1964 to catalyze sustainable economic development and social progress in its regional member countries (RMCs), thereby contributing to poverty reduction. The Bank currently has 80 members, consisting of 54 regional and 26 non-regional countries. The Office of the Secretary General and the General Secretariat (PSEG) supports the delivery of the Bank’s Ten Year Strategy and its Development and Business Delivery Model by fostering Board and institutional effectiveness, and by acting as the strategic interface between Management and the Bank’s shareholders. PSEG serves as the Secretariat of the Boards of Governors (BGOV) and of Directors (BDIR) and comprises: (i) the Immediate Office of the Secretary General (PSEG.0); (ii) the Board Affairs and Proceedings Division (PSEG.1); and (iii) the Protocol, Privileges and Immunities Division (PSEG.2). The PSEG.0 Budget, Finance and Administrative Section is responsible for planning, administering and monitoring the budget of the General Secretariat, including the budgets of the Boards of Governors and Directors; for managing the conditions of service of Board officials; and for supporting the Secretary General in ensuring business continuity and departmental performance. The Section also carries the budgetary and financial follow-up of the Bank’s high-level institutional events (Annual Meetings, Board retreats, ministerial forums, official dinners), which represent a significant and recurring part of its workload. To strengthen its capacity, the Section seeks to recruit a Consultant to support budget monitoring and reporting, the financial follow-up of commitments and payments, the financial management of events, and the Section’s continuous improvement and digitalization agenda. The Consultant will work under the overall guidance of the Secretary General and the direct supervision of the Chief of Budget, Planning and Performance (Head of Section).
B. Scope of work
Under the general guidance of the Secretary General and the direct supervision of the Head of Section, the Consultant will carry out the following duties. A. Budget preparation, monitoring and reporting • Contribute to the preparation of the annual administrative budgets of PSEG and BGOV (inputs, consolidation, supporting notes), and to the mid-year forecast and year-end projections. • Monitor budget execution in SAP and in the Section’s monitoring tools, in line with the Bank’s internal control rules; reconcile commitments, purchase requisitions/orders (PR/PO) and payments, and propose the approval, cancellation or closure of stale items. • Prepare the monthly budget execution reports for PSEG and BGOV and a quarterly analysis highlighting variances, risks and issues requiring attention, with proposed reallocations or budget transfers. • Draft memoranda documenting budget transfers and significant transactions. B. Follow-up of commitments, invoices and payments • Track each commitment from contract to payment (invoice receipt, acceptance of deliverables, SAP processing, payment), in coordination with Accounting, Procurement and the requesting units. • Maintain a consolidated dashboard of vendor contracts, outstanding invoices and payment status, with ageing and escalation of blocked items. • Conduct periodic reconciliations with key suppliers (e.g. hotels and conference venues) and ensure the administrative and financial closure of files. • Review daily the transactions submitted through the PSEG Administrative Tracking application and follow up on pending items. C. Financial management of events and institutional meetings • Support the financial planning, contract follow-up, advance payments and budget monitoring of events such as the Annual Meetings, Board retreats, Annual Diplomatic Luncheons, Seminars, and official dinners. • Follow up the contracting and payment of event-related service providers. • Prepare a financial closure report for each major event (budget versus actual, outstanding items, lessons learned) and contribute to post-event satisfaction surveys, from data consolidation to the analytical report. D. Process improvement, SOPs and digitalization • Draft, harmonize and update the Section’s Standard Operating Procedures using the approved template and procedure families, and keep a register of their status. • Support the implementation and tracking of the improvement actions arising from the Section’s SWOT analysis. • Contribute to the development of digital tools, notably the PSEG Administrative Tracking application (functional requirements, testing, user guides, liaison with IT) and automated budget reporting and reminders for the diligence matrix. E. General support • Assist in monitoring service providers’ contracts (expiry, renewal, performance, invoicing). • Undertake any other official duties assigned by the Head of Section or the Secretary General that are consistent with the scope of the assignment.
C. Deliverables Expected
• Reliable budget visibility: timely, accurate budget execution monitoring and reporting for PSEG and BGOV, with early identification of risks and proposed corrective actions. • Sound control of commitments: rigorous follow-up of the full cycle from commitment to payment, including event-related suppliers, so that obligations are settled on time and files are closed cleanly. • Greater efficiency: standardized procedures (SOPs), implemented improvement actions and digital tools that reduce manual work, improve traceability and shorten processing times.
D. Duration and Timetable for the Assignment
The assignment is expected to start on 6 January 2027 for a period of twelve (12) months, on a full-time basis.
E. Bank Contribution and Institutional Arrangement
The Consultant will handle sensitive information, including information on the conditions of service of Board officials, and must observe strict confidentiality during and after the assignment. The Consultant shall comply with the Bank’s Code of Conduct and rules on conflicts of interest. All deliverables, files and tools developed under the assignment remain the property of the Bank.
F. Duty Station
The work will be carried out at the Bank’s Headquarters in Abidjan, Côte d’Ivoire.
G. Essential Specialized Skills/Knowledge/Competencies
• Nationality: national of a Bank member country. • Education: at least a Master’s degree in Accounting, Finance, Business Administration or Information Systems. • Experience: minimum of four (4) years of relevant experience in budget monitoring, financial management or accounting in an accounting firm or an international/multilateral financial organization. Experience in the financial management of events, or in a public-sector organization, is an advantage. • Systems: working knowledge of SAP (budget, PR/PO and payment monitoring); advanced Excel (pivot tables, advanced formulas, dashboards); proficiency in Word and PowerPoint. Experience with Power BI, Power Automate, VBA or similar tools is an advantage. • Languages: excellent oral and written command of English or French, with working knowledge of the other, as the Section’s memoranda and reports are produced in both languages. • Competencies: rigor and attention to detail; analytical mindset and ability to write clear, concise reports and memoranda; ability to follow up proactively with multiple stakeholders; ability to work under pressure, prioritize and handle several files at once; discretion and integrity; team spirit.
