A. Background Objectives
The African Development Bank (AfDB) is the continent’s premier multilateral development finance institution. Its primary goal is to reduce poverty and improve living standards by mobilizing resources in and outside Africa and providing financial and technical assistance for development projects and programs within Africa.
The mission of Independent Development Evaluation (IDEV) at the African Development Bank Group is to strengthen the development effectiveness of the Bank’s interventions in its Regional Member Countries (RMCs) through rigorous and impactful evaluations of all facets of the Bank’s work. IDEV also engages in strategic evaluation partnerships and knowledge-sharing initiatives. Its three core objectives are to foster learning from evaluations, ensure accountability, and cultivate an evaluation culture. IDEV.1 and IDEV.2 conduct evaluations, while IDEV.3 manages and disseminates knowledge, undertakes outreach around IDEV evaluations, and strengthens evaluation capacities within the Bank and its RMCs.
IDEV’s support for Evaluation Capacity Development (ECD) focuses on nurturing networks and communities of practice, strengthening the capacities of policy and decision-makers, particularly parliamentarians, and supporting national governments in systematically demanding and using evaluative knowledge. IDEV assesses the ECD landscape, identifies key actors and partnerships, and collaborates with regional and global development partners, evaluators, Voluntary Organizations for Professional Evaluation (VOPEs), and communities of practice.
IDEV.3 is seeking an Evaluation Capacity Development Consultant for a long-term assignment to support the division in achieving its strategic objectives.
