21.Analytics and Program Support
A. Background Objectives
RDTS supports the Bank in analyzing drivers of fragility and building resilience. Its assessments, thematic studies, and strategic contributions should provide a reliable analytical foundation for dialogue, programming, and institutional advocacy. The quality of these products depends on the robustness of the methods and sources, the depth of the analysis, and the consistency between findings, conclusions, and recommendations. A structured critical review helps identify gaps, clarify arguments, and improve the usefulness of documents for teams and decision-makers. RDTS seeks to strengthen this technical review while preserving the division of responsibilities among authors, fragility experts, and approval bodies. The consultant will review the products and provide documented comments. Fragility experts will remain responsible for their technical contributions and for applying the fragility lens in the relevant strategic and operational documents. Beyond analytical review, RDTS seeks to enhance institutional learning, promote innovative and context-sensitive approaches to addressing fragility, and facilitate access to emerging practices. The consultant’s overall objective will be to strengthen the analytical rigor, consistency, and credibility of RDTS knowledge products and strategic and advocacy documents through ongoing analytical review support. Specifically, the consultant will be expected to: • Assess the methodological robustness, reliability of evidence, and consistency of documents submitted for review. • Verify that conclusions and recommendations follow from the analysis and reflect its limitations. • Improve the accuracy, readability, and consistency of strategic and advocacy messages. • Provide fragility experts with prioritized comments and targeted revision proposals. • Contribute to improving internal review practices and capturing lessons learned.
B. Scope of work
The consultant will review documents designated by RDTS under a regularly updated work program. The scope will include fragility and resilience assessments, thematic studies, analytical notes, strategic documents, position papers, and advocacy materials produced by the department. Review of fragility and resilience assessments – Examine the relevance of the analytical framework, the coverage of drivers of fragility and resilience capacities, and the consideration of relevant territorial, cross-border, institutional, social, economic, and environmental dimensions. Verify that the analysis distinguishes among the causes, manifestations, and consequences of fragility, examines their interactions, and reflects differences across populations and territories. Assess the quality of the triangulation of data and consultations, as well as the treatment of uncertainties and methodological limitations. A minimum of four (4) fragility and resilience assessments is to be reviewed during this consultancy. Analytical review of thematic studies and other knowledge products – Examine the clarity of research questions, the appropriateness of methods, the selection of case studies, and the strength of the argumentation. Verify key data, references, comparisons, and the consistency of tables, maps, and figures using accessible sources. Identify insufficiently supported claims, excessive generalizations, contradictions, and confusion between correlation and causation. Propose targeted corrections and assess the product’s added value relative to existing work, distinguishing established findings from hypotheses and areas for further research. A minimum of two (2) thematic studies report is expected to be reviewed during this consultancy. Review of strategic documents in support of fragility experts – Examine the analytical quality and consistency of strategic documents and contributions prepared by fragility experts. Verify that findings are supported, that conclusions and proposed directions are consistent with the analysis, and that uncertainties are explicit. Alert experts to gaps, contradictions, or insufficiently substantiated arguments and propose targeted improvements. Fragility experts will address these comments from a technical standpoint, formulate substantive contributions, and apply the fragility lens in strategies and operations. Quality of advocacy documents and position papers – Review notes, supporting arguments, key messages, and materials intended for management, partners, or external dissemination. Verify that they faithfully reflect the analysis, that figures are accurate, and that messages are consistent and appropriate for the intended audience. Propose clearer and better-supported wording without overinterpreting findings or attributing unapproved commitments to the Bank. Ensure consistent terminology and balanced treatment of politically sensitive issues. Follow-up on comments and technical discussions – Provide comments prioritized according to their importance to document quality. Participate in discussions with RDTS, authors, and the relevant teams to clarify the corrections needed. Review revised versions and identify issues that have been resolved, partially addressed, or still require correction. Comments will distinguish essential corrections, important improvements, and editorial suggestions. They will specify the issue identified, its implications for document quality, and the proposed improvement. Persistent analytical disagreements will be documented and referred to RDTS for resolution. Improvement of review practices and knowledge capture – Contribute, in line with RDTS priorities, to reviewing terms of reference and inception reports for future work, developing a common quality review framework, and synthesizing recurring lessons. Participate in knowledge-sharing sessions with teams on analytical quality and the presentation of findings.
C. Deliverables Expected
1. Inception note and work program – Within the first two weeks, a concise note will present the initial priorities, review criteria and arrangements, documents to be reviewed, and indicative schedule. The work program will be updated with RDTS over the six-month period. 2. Document review packages – For each document assigned to the consultant, a package will include a concise review note and an annotated document or a comments matrix. Targeted revision proposals will be attached where necessary. The package will highlight major weaknesses, priority corrections, and any additional verification required. 3. Follow-up notes on revised versions – For documents undergoing a further review, a note will explain how comments have been addressed and identify outstanding issues. This assessment will constitute technical advice to RDTS and will not constitute institutional approval. 4. Monthly reports and final report – A concise monthly report will present the documents reviewed, major comments, follow-up on corrections, and priorities for the following month. At the end of the sixth month, a consolidated report will present the work completed, recurring gaps, and recommendations for strengthening analytical reviews. A reusable review framework will accompany this report. 5. Knowledge and Innovation – Facilitate knowledge sharing and identify innovative practices and assess their relevance to RDTS priorities and recommend practical opportunities for sustained institutional learning.
D. Duration and Timetable for the Assignment
The consultant will be engaged for six consecutive months. The indicative start date is November 16, 2026. The assignment will require continuous engagement throughout this period. Review deadlines will be agreed with RDTS based on the length, complexity, and stage of preparation of the documents. RDTS will set priorities when requests arise simultaneously. Deadlines and review cycles will be established to allow a thorough review and effective follow-up on corrections. Remuneration will be paid monthly in accordance with the contract and following a satisfactory assessment of services provided. The amount will be determined in accordance with the Bank’s applicable guidelines and will take into account the consultant’s qualifications and experience.
E. Bank Contribution and Institutional Arrangement
RDTS will designate a focal point, establish review priorities, and provide the documents, their objectives, intended audiences, and deadlines. The Bank will facilitate access to sources and the relevant teams and provide the necessary working resources in accordance with its applicable rules. The consultant will work closely with fragility experts. Authors and the relevant experts will remain responsible for the analysis, revisions, and substantive contributions. RDTS will resolve issues arising from comments and coordinate the institutional approval stages. The consultant will provide independent and traceable technical advice. The consultant will have no line management responsibility for teams and will not represent the Bank before third parties without authorization. The consultant will comply with confidentiality rules, protect information received, and refrain from disseminating any document without authorization. The consultant will disclose any actual or potential conflict of interest, particularly when involved in producing a document submitted for review. RDTS will determine the arrangements needed to preserve the independence of the review.

The duty station will be the Bank’s headquarters in Abidjan, Côte d’Ivoire. The consultant must be based in Abidjan for the duration of the assignment. The assignment will be carried out under the hybrid working arrangements applicable at headquarters, based on the weekly schedule agreed with RDTS.
