The African Development Bank hereby invites Consultants to express their interest in the following assignment: Consultant to Support the Compensation and Employment Policy Division on Matters Related to Case Management, Human Resources Procedures, and Human Resources Policies. The Consultancy will be managed by the Compensation and Employment Policy Division (PTCW.1), which is part of the Staff Welfare Services, Compensation and Employment Policy Department (PTCW). The PTCW Department is responsible for ensuring a comprehensive and supportive framework governing the employment conditions of Bank staff. Its mandate encompasses occupational health and medical services, staff welfare initiatives, human resources policies, and the development of compensation and remuneration frameworks. Within this framework, the Department also contributes to ensuring that staff members have a clear understanding of their rights and obligations under the regulatory framework governing employment at the Bank. Within the Department, the Compensation and Employment Policy Division (PTCW.1) is responsible for the development and implementation of human resources policies, employment rules and procedures, and the Bank’s People Strategy. The Division also supports compliance with the Bank’s regulatory framework through the management of employment-related cases, including disciplinary matters and grievances submitted by staff members. In carrying out these responsibilities, PTCW.1 works closely with the Bank’s General Counsel and Legal Services Department on matters relating to staff administration, internal recourse, and employment-related litigation.
B. Scope of work
The Consultant will provide specialized technical support to PTCW.1 in the implementation and management of the Bank’s case management framework, People Strategy, employment policies and HR procedures, in accordance with the Bank’s regulatory framework and strategic objectives. The assignment will strengthen the Division’s capacity to manage employment-related grievances, staff benefits and entitlements matters, case management and litigation support. The Consultant will further support case monitoring and reporting, the development and review of HR policies, processes and procedures, and other related activities falling within PTCW.1’s mandate.
C. Deliverables Expected
Under the direct supervision of the Division Manager, Compensation and Employment Policy Division (PTCW.1), the Consultant will: 1. Support case management and HR policy activities within PTCW.1, helping to ensure that cases, staff matters, and requests from other organizational units are handled fairly, promptly, consistently, and in accordance with the Bank’s applicable rules, policies, and procedures. 2. Analyse case management data to identify recurring issues and trends, including patterns relating to misconduct, staff grievances, Administrative Tribunal cases, and case-resolution timelines. Prepare periodic reports, including quarterly and bi-annual reports, highlighting key trends and insights, and formulate recommendations to inform management decisions and improvements to relevant policies, rules, processes, and procedures. 3. Support the effective functioning of the Bank’s Disciplinary Committee, including the preparation and coordination of disciplinary case files for consideration by the Committee; provision of secretariat support; coordination and scheduling of meetings with members of the Disciplinary Panel; preparation of agendas, case summaries, and relevant documentation; and coordination of HR and Legal representation during disciplinary proceedings. The Consultant will also provide drafting support in the preparation and finalization of the Committee’s recommendations, as appropriate. 4. Provide support, in both English and French, in the drafting and review of documents relating to employee relations, disciplinary proceedings, grievances, and other staff cases, including, but not limited to, notifications of charges, memoranda, legal opinions, correspondence, and the Bank’s responses and submissions. 5. Work closely with the Bank’s Legal Department and other relevant stakeholders to facilitate the timely and effective handling of staff cases. This includes preparing and compiling the documentation and evidence required for the Bank’s responses and submissions and ensuring that all relevant materials are provided to the Legal Department and other concerned parties within established deadlines. 6. Conduct research and comparative analysis of People Strategy, employment policies, HR regulatory frameworks, and practices across other International Financial Institutions (IFIs) and relevant organizations, with a view to identifying areas for improvement and supporting the alignment of the Bank’s policies and practices with international best practices. 7. Contribute to the preparation of policy papers, reports, briefing notes, presentations, and other materials on employment policy, case management, or staff management matters, at the request of the Division Manager or Senior Management. This may include providing data, analysis, and written inputs to support decision-making on strategic HR initiatives and reforms. 8. Support the Division in the development, drafting, review, and revision of HR policies, procedures, guidelines, directives, and other regulatory instruments, ensuring consistency with the Bank’s regulatory framework and evolving institutional requirements. 9. Perform any other duties related to employment policies, HR procedures, employee relations, and case management, as may be assigned by the PTCW.1 Division Manager, in support of the Division’s mandate and emerging HR priorities within the Bank.
