4.Investment
A. Background Objectives
The newly approved Delegation of Authority Matrix has been promulgated in August 2021 with the aim to facilitate timely and necessary decisions on the operations of the Bank Group. As such, a new Technical and Investment Committee (“TIC”) has been created to review and approve or clear all the Bank’s financing operations to private sector and other clients that are not covered by sovereign guarantees issued by the Regional Member States of the Bank
B. Scope of work
The scope of services under this assignment is focused on the smooth running of the TIC and the selected Senior Consultant will, in cooperation with the PINS TIC Secretariat, assist in carrying out duties including:
• to coordinate the activities of the Secretariat,
• to contribute to the activities of the TIC,
• to review all documents submitted to the TIC with the view of ensuring completeness for submission to TIC or its sub-committee as may be required,
• to prepare the Decision Notes and any other report consistent with the TIC’s activities before their submission to the Chairperson,
• to prepare TIC’s Final Decision & Recommendation, Summary of Readiness and
• certification of Quality at entry,
• to prepare TIC’ Issues list, Recommendations and Decision (in a matrix form with links to detailed assessments including on Safeguards),
• to coordinate with IT team responsible for TIC platforms and NSO Processing,
• to ensure interfaces with other internal committees (Credit Risk Committee, OpsCom, Equity Deal-Flow Clearance Committee, etc..) are efficiently done
C. Deliverables Expected
1. Secretariat Coordination Package — including coordination reports, meeting agendas, minutes, and action tracking logs.
2. Technical Contributions to TIC Activities — written inputs, analytical notes, and participation summaries that support TIC’s deliberations.
3. Document Review & Quality Assurance— completeness checklists, review notes, and cleared document packages ready for TIC submission.
4. Draft Decision Notes & TIC Activity Reports — Decision Notes for Chairperson validation, activity summaries, and supporting annexes.
5. TIC Final Decision & Recommendation Package — comprising the Final Decision & Recommendation report, Summary of Readiness, and Quality at Entry certification.
6. Issues, Recommendations & Decisions Matrix — structured matrix with linked detailed assessments, including mitigations analyses.
7. Comprehensive Reporting and Documentation Archive — organized repository of all TIC-related documents, logs, assessments, and decisions for business continuity.
D. Duration and Timetable for the Assignment
The Senior Consultant will be initially hired on a full-time basis for twelve (12) working months from November 1st, 2026, to October 31st, 2027.
The Senior Consultant will receive a monthly lump sum, following satisfactory performance review of the executed tasks. The Bank’s guidelines on remuneration of Senior Consultant will apply, based on the candidate’s qualifications and years of experience. The Senior Consultant is responsible for his/her own health insurance and accommodation costs
E. Bank Contribution and Institutional Arrangement
The AfDB’s Non-Sovereign Operations (“NSOs”) and Private Sector Support Department (“PINS”) was recently put in place as a central support department for NSOs-related activities to achieve effective and harmonized Private Sector Operations performed by the Bank’s 5 sectoral departments (Energy, Infrastructure, Industry and Trade, Agriculture and Social Services, Financial services). The role of PINS is to promote private sector in Regional Member Countries, while ensuring that it plays a central role in laying the foundations for the development role of the Bank, in line with the Bank’s 10-Year Strategy and HI 5 initiatives.
F. Duty Station
The Senior Consultant shall be based in Abidjan, where the AfDB has its headquarters. However, should the business needs change, the Bank may exercise its right to change the duty station.
G. Essential Specialized Skills/Knowledge/Competencies
The Senior Consultant should have a minimum of the following:
• At least a master’s degree in economics, Finance, Engineering or a related field
• Be a national of one of the member countries of the Bank.
• A minimum of 15 years working experience with an international organization, in Africa or other low-income countries;
• On-hand experience in non-sovereign operations in sectors relevant to the Bank;
• Having public and public sector exposure will be an added advantage
• Ability to respond swiftly to new situations and to anticipate new issues;
• Proven ability to acquire new skills (particularly in legal, investment, risk capital, technology and innovative sectors)
• Experience in similar committees in different capacity;
• Thorough familiarity with relevant strategies, policies, procedures and practices of the Bank and similar institutions;
• Proven ability to acquire new skills (particularly in legal, investment, risk capital, technology, and innovative sectors)
• Multi-disciplinary approach
• Ability to deal with sensitive issues in a multi-cultural environment and to build effective working relations with colleagues
• Ability to work independently with little supervision as well as part of a multicultural team
• Ability to communicate and write effectively in English or French, with a good working knowledge of the other language.
• Proven capacity to work in a team, to deliver outputs in a timely manner and under tight deadlines.
• Competence in the use of Bank standard software (Word, Excel, Access, PowerPoint, MS projects.


The Senior consultants will be assessed on the following criteria based on their submitted resumes:

H. Supervisor
The Senior Consultant will report to PINS.1 Division Manager. The Senior Consultant will provide a monthly report of activities undertaken and a Report on activities undertaken at the end of the contract.
